Military Upkeep Doesn't Calculate on Planet Page

The military upkeep amount (not rate) does not calculate when you add units to a planet.  The upkeep field is supposed to calculate the total upkeep for the planet and display it properly on the planet page. Current shows zero no matter how many units the planet has.
