The short answer is "yes and no."
The long answer is that planetary news used to be flavor text only. But we're operating on a new system. From a tutorial accessible at this link:
"... While news articles are not required, we do encourage them. When conducting any planetary actions, you have at your disposal a propaganda machine within the planetary news forums. You can write up any kind of planet news you wish to send out messaging of what is happening on your planet. However for the galactic news forum, it is up to the game moderators to cross-post your written articles, write up a new article, or utilize the news article you write in this form. The more substance you provide, the more chance you will have of it being posted."
The short summation then is that if you include more detail in your news article, it might make the galactic news forum. But it's entirely at moderator discretion.
